    grams: 21.54


    so, it has value, if nothing else as silver melt

    I noticed through the Numista listings that some of these coins are for sale below face value (US dollar is used in the British Virgin Islands) and slightly about bullion value of around $10.50-$11.00. These NCLT Franklin Mint coins issued in 1985 are often offered as a set of 25, $25 coins in a plush case for the then-upcoming 500th anniversary of the discovery of the Americas by Columbus.

    I'm not sure what doesn't make sense for you. Commemorative NCLT coins like this are pretty common among the British Caribbean islands.
