Has the congress or the mint decided wheather or not they will make a silver proof presidential dollar yet?
The rule has not changed, and there is a 100% probability that it won't - the Mint may not produce coins without Congressional authorization. Since no legislation authorizing silver DeadPrez dollars has been passed, and the Mint still has no independent say so, there are none on the horizon.
Well, more likely that it's 99% chance against it. The Mint has made coins before that they had no authorization to make. The 2000 gold (not golden, but Au) Sacagawea comes to mind. And that's just the modern stuff.
