I recently sold on Ebay two proof American Silver Eagles dated 1989. Both were in the original boxes but one was missing the COA. The one with the COA sold for $53.00 and the one without the COA sold for $47.00. Thus the worth of the COA was $6.00.
I do know that a lot of collectors of the GSA Morgan dollars want the original box and COA with them, me included.
While there is a value to the COA for a percentage of buyers, I bet the vast majority of buyers would take the one without the COA if they thought it looked a bit nicer
Remember - just because you have a COA doesn't mean it is the one that originally came with the coin.
Especially in the early years of COA's from the mint. They didn't even say what coin or set they were certifying as authentic.

The randomness of ebay bidders did.
Strange that the first seller didn't attract any bidders yet the obvious BIN Seller attracted a buyer at nearly 3 times the price?? So strange.............
I personally don't care for a COA unless it's a very small series, 1or 2 coins. If I have 15 coins of a series, I would want to keep them all together to look at occasionally, all those boxes and paper are a hassle to keep up with.
Mint packaging is probably one of those "all or nothing" preferences. If a buyer is interested in the original packaging, any missing part is a deal-breaker. If a buyer is indifferent to the packaging, no amount will affect the price paid.
American Silver and Gold Eagles are permitted in IRA's but they must be complete with box and COA's. That may account for some of the value of the COA's. There is always someone looking for them on the dealer platforms.
sorry to slightly correct your loose IRA ruling ..you can use silver eagles without any paper or box .. you just can not hold it .. must be delivered to certified storage
