Howdy rljones - Welcome to the Forum !! Yes, there were Proof sets issued in '82 & '83. However, there were no Mint Sets issued in those years. There is a difference between a Proof set and a Mint set. Only Mint Sets are referred to as being uncirculated.
As always (well, almost LOL), Doug is right. No US Mint issued "Uncirculated Mint Sets" for those two years. There were, however, many privately issued "put togather" Mint Sets sold. My very best examples have come from those sets.
'83 proof was teh one year return to the blue boxes from a decade or so earlier and the '82 proof was the last year of the little black box series from1980-1982
High grade, raw examples of '82 & '83 coins have become my passion the last year or so. Tough to find, but well worth it, in my humble opinion.
I must announce that I buy MS70 and PF Deep or Ultra Cameo 70 coins that I can find. The birth year of daughter #3.
Have you ever seen a Mint Souvenir Set? It's a set of unc coins from either mint. They are available for the years 82 and 83, probably the only mint sealed source of unc coins from those 2 years.
These aren't mint set quality so gems are scarce in them. To complicate it further the mintages are very low ranging from 10,000 to 20,000. Many of these have been cut up since they are a handy source for the coins. Remaining sets tend to be even more expensive then the combined value of the coins they contain. These are an excellent source for some of the gems but others simply don't appear in them. Indeed, a few of these are really tough to find even choice.
I bought a couple sets of both the 82 and 83 souvenir sets from an older collector in town a few years ago. At the time, I wasn't that anxious to buy them. The packaging is nothing to write home about, but I'm glad i picked them up at that time. I see some of those sets going for 70-90 dollars on ebay.
I've bought eight of them in my local coin club auctions so far. No body pays much attention to them because they aren't real "mint sets" I've picked up all of them for under $6 apiece so far.
