Try rotating the photos 90 degrees to the right and have another look. (Your 'orientation' is wrong.)

I don't know what it is (yet ) but it is interesting! That's the biggest shield I've seen on a coin, assuming it is a shield. Also, I've never seen Nike seated with the shield before her rather than beside or behind. Hey Cyrrhus... when you post these coins for identification please remember that it is very helpful to also post the size and weight.
under the shield and Nike is the letters:CTIS. on the side I can not read it well also around the head I can not read it
Based on the portrait and what I think I can see of the obverse legend, I think it will turn out to be a provincial of Caracalla or Elagabalus.
The legend on the right side of the reverse is a town name, but I can't make out all the letters from that image. Can you take more pics that show the letters better?
Think I found it, or something quite similar From CNG's archives CAPPADOCIA, Tyana. Caracalla. AD 198-217. Æ 25mm (14.04 g). Dated RY 16 (AD 213). Laureate head right / Victory seated right on rocks, holding large shield inscribed VIC/AVG in two lines. BMC Galatia -; SNG von Aulock -; SNG Copenhagen -; Mionnet Supp. VIII, 326. VF, green and brown patina, some light roughness.
CNG's archive is so awesome. Their search function is very well made. I used the search terms "Caracalla, AE, shield" I briefly looked through Wildwinds and tried their search function using the keywords Nike seated right, "shield before". Granted, I knew even as I clicked "search" that the terms were too complicated. It returned couple of pages of dead-end hits with this hilarious expansion at the bottom:
