Nice - not sure I really like how they label the new slabs. Take the coin out of the plastic bag and take a picture. I think the red and silver will pop even more. Nice pickup.

Oh boy, how did I know I was gonna see that. Maybe it's just me but I don't like it. Not one bit. However I will reserve final judgment until I see one in hand. Actually it's making me angry just looking at it lol
(Joking, but the color red is known for subconsciously inducing anger)

And that's a big part of what makes this hobby great. The diversity to collect what one likes :)

Is it red for red China, or am I just dating myself here?

I like the normal boring white, but I think Silver tends to show better when it's in an insert that isn't white...so I guess I'm ok with it. I'm sure my approval was needed ;)

Yes, and probably will be a huge "hit" for the Commie collectors. Good move $N$G$C$

NGC did say at their luncheon at FUN that they were going to experiment with offering several different colors for the slab insert. The way I see it, these promotional packaging products subsidize the actual numismatic services the grading services offer.

Are they charging more for it

I'm assuming they are, because there was always an additional charge for special labels, and often a rather significant one. If there are special, bulk rates for these, that will result in an increase in volume through the grading service and still be quite profitable. Coins they wouldn't otherwise see would now be sent to them for promotional packaging.

I doubt I would want anything else in red, but it works for that coin.

I'm not a fan of the red. For some bullion pieces, I like the black insert. I have a 2016 Panda on the way with the black insert.

But, like it was stated earlier, it's nice to have choices so that one size doesn't fit all.

Looks like a well sealed bag, I would not open it. It's a nice additional layer of protection. :)
