That is not missing clad as in a Mint Error missing clad layer. It would show up as copper. Could be Environmental Damage.
The lines and gray color might represent a legitimate mint error. The lines are likely roller lines, and their presence might have been enhanced by improper annealing. Yeah I saw that too as well as the horizontals on some of the letters The lines sometimes come from digital issues with a scanner I know but the ones on the letters not sure but the stain color looks like oil or tape or maybe it sat in a change holder and got some coke on it and the sugar???
