Enough to prove that the reverse is a square strike, meaning it's a misaligned die as opposed to off-center. Little its of evidence from various places, adding up to a picture. Now, is that much off-centering enough to weaken what features we see weakened? Yes, if at the same time there was a bit of a tilt to the die as well. Not "proven" but "plausible."
Next time I work as a vendor at the South Florida Fair maybe I will sell some of these interesting coins! JK!
When an RPM is described as "tilted" (or sometimes "rotated"), it is not because the primary mintmark itself is tilted like the OP's coin, but because the repunching (secondary) overlaps and is so close that a direction (north, south, east west, northeast, southwest, etc, etc) cannot be used to describe it. With that said, I cannot see any evidence of repunching on her coin.

I have the impression of the 1983-D that the "doubling" is split plating, and an inconsequential feature as a result. The "doubling" looks to be all zinc colored.
Of course you may... For one, I see nothing on the coin that indicates a variety. Second, if he just sent the form and didn't mention the coin, I would take it as a generic response. You're certainly not the first person who has sent him photos, and it's probably safe to say he gets it a lot from people looking for a free attribution (not saying you are, but put yourself in his shoes). He offers the service for a reason. If your only concern is the tilting of the mintmark, it isn't a big deal. OK, I see what you are talking about. On mine, there is the slight peeling on the bottom of the D. The D otherwise looks almost perfect and not smashed down from wear. The pictures don't show great detail. I don't have a computer, so I can't get a digital camera for coins to post better pictures.
