The VB is probably the mark of V.B. Vickers, although their mark is almost always seen as VBV. The Tudor Rose is the mark of Sheffield England (where Vickers is located). The Lion and the 925 both indicate the piece is Sterling Silver (.925 pure). The image of the Queen and the letter C both indicate the year 2002, the year of the Queen's Golden Jubilee. That said, I doubt these are weight standard pieces as such item would have the weight indicated. They are probably souvenir ingots or intended for jewelery. Similar to this:

I more of a modern era token collector, post CW and counter stamp, late 1900's to present sorry can't help you.
Sure hard times token I believe Low 17 thru 20, not sure exactly which one that one is though. Main difference is the placement of the donkey's ears with respect to the inscription.
