It is just extreme wear on the coin. It couldn't be a weak strike because the upset rim would still be visible. The upset rim is formed in a separate step prior to striking.

Dryer coin stuck with the worn side facing out and beaten up by tumbling clothing?

No, it is smooth with no scratches on the reverse.

I had a Roosevelt Dime very similar to that this morning. The obverse was AU-50, nice, well struck but signs of wear and the Reverse was worn to a G-4, especially the outside rims. No signs of filing, no scratches, just rubbed smooth and well into the wording. The entire rim was flat. It was obvious PMD but strange. Who knows, maybe someone will get it and post a picture of it here at a late date. Both your quarter and my dime look like someone used it as a "worry stone" but only on one side. The other side is just circulated. :)
