I am by no means a toning expert, but it looks kinda suspicious to me, enough so that I'd shy away from it. That's just me though.
Well, the coloring defintally looks splotchy! I think how its off how each piece o fcolor almost looks like its own seperate circle, but I am no expert in toning
It looks artificial but I think it is attractive and would have no problem including that coin in an album collection as long as I could get it for the right price, meaning no higher than MS60 price.

No, MS70 coin cleaner causes blue and violet toning on copper coins. This is a well documented fact. There are some spectacular blue toned proof IHCs in NGC & PCGS plastic that are the result of contact with MS70.
I was thinking (by the way it was said), that he was joking about trying to make it a grade MS70. Perhaps they were saying they "failed" at making it the wrong color, but the way it was written came across (to me) as a joke on grade.
I think rzage got it right. If it wasn't MS70, it was something close. I usually see the blue color with MS70 though.
Note the reflection of the apparently LED ring lights used. Some of these bright white lights will result in this iridescent appearance. I often use LED ring lights for silver coins as they look more natural and photograph copper/bronze coins in warmer lighting for that same reason. Getting the toning effect of natural lighting can be difficult.
