    I'd be surprised if it's graded cleanly with the gouges present. But I'd say around F-12 details myself.

    What marks are you seeing? Everything I see is consistent with the level of circulation exhibited.

    I'd call this coin a just-barely VF-20, taking into account the typically poor strike.
