Will this 1854 quarter with arrows make the grade of Poor-1? Or should I break it out of the 2x2 and keep it in my pocket for a year or two? The reverse is promising but the boldness of the date is arguing with me. So, what do you think? Poor-1 lowball?
Obverse looks like it could go up to AG-03, Reverse looks like PO-01. I will say FR-02 for the coin as a whole.
Why? Is there actually a market for lowball seated liberty quarters? I know there is for Morgans, but I'm not aware of any other coins that benefit from being the lowest possible grade.
IMO FR-02 Like Markus said, "Date is kinda too readable." And with all the apparent cleaning it may be artificial "de-hanced".

But I agree with @coinman1234 the obverse has too much detail, it's right at AG-03 and the reverse is probably at your target grade of P-01 with a final grade of FR-02. Put some duct tape over the reverse and slide it across your carpet a few times a day in random patterns for a couple of months. That should help.. It feels so wrong giving this king of advice regarding a coin. LOL
You might be surprised, but coins that are extremely worn down are actually sought after by some collectors due to their historical significance. http://www.pcgsblog.com/jaime/news/pcgs-low-ball-coins is an 1897-S Morgan Dollar selling for $565 in Poor-1 while in MS-63 the same coin sells for under $150. No, people pay extra for Morgan's to compete in the most ludicrous competition ever. This is pure bragging rights for people paying high prices for coins worth a little more than melt.

I think the PCGS lowball Registry Sets are just a money-making scheme by PCGS. At a recent ANA summer convention, they had the top lowball Morgan set, with almost all coins grading PO-1. So what if you have the top lowball set. What do you really have? A bunch of junk, IMO.
