The law, in general does NOT forbid living people from appearing on the coins. The State quarter, ATB and President dollar legislations specifically forbid living people on those coins. But it didn't forbid it on the first spouse coins so if Nancy is still alive next year we will have a living person on the last first spouse coin. And she will be the sixth living person to have appeared on a US coin. I think the OP was just thinking of inserting the silver coins into the rolls and bags that the mint sells directly to collectors, not produced for circulation. But would it really increase sales? In order to be fairly sure of getting both the P & D silver quarter you would have to buy at least 50 roll sets or 20 bags (10 of each mint). Would you pay $1400 for roll sets or $760 for bags to get two silver quarters? OK you would also have $1000 or $500 face value in spendable quarters as well, so that would make those two quarters cost between $260 and $400 or $130 to $200 per quarter. My bet is they would be cheaper just buying them from dealers. I know I would not be enticed to buy the extra rolls or bags because of them.
