Probably MD but an unfamiliar type.

    This 1992D has separation lines, the "doubling" is not shelf like. However the lines on the C aren't that smooth, and the letters aren't wider than a normal coin.     If the "doubling" is subtracting from the stroke rather than adding to it, it happened during the strike

    Yes it is shelf like. It's MD. You need to spend some time looking at real doubled die coins.
