Why not? As Aidan said, it is dated on the obverse - Year 84 of the Chinese Republic, which is 1995 on the Western calendar.
reading from right to left the last four characters are 8 10 4 year or ba shi si nian meaning 84th year, counting from the formation of the republic of China under Sun Yat Sen in 1911 so indeed Satootoko hits the nail on the head, but of course he would
