Since there are also some diagonal marks across the lower part of the 1 & 9 and the middle of the last 5, I'm guessing that it is just circulation damage. Chris
A lot of Cents minted in the 1950's had die chips in the numbers 9 and 5. Also Die chips are found between the B and E in LIBERTY, aka BIE errors
I think a little of both. There is a die chip filling part of the top of the 9 but it also looks like a contact mark has damaged the lump from the die chip.
