I've lost tracl of the original question/issue at this point, but the above seems to coincide with my impression. I see the FR as an entitiy more than a place to go and deposit a check. I think that the Fed has no retail, consumer operations, but uses member/retail/private banks (as memebers of each of the 12 FRBs) to get the business done on the street.
I bought a Whitman book that accomidates Ikes and SBA. I filled each slot with BU examples of each closed it up and put it away. I hope the coins tone to hell and back in the next 20 years. Then I'll have something to enjoy during my retirement years. Something that I created. SBA proofs and Ike proofs and silver proofs & unc's get a little better attention for preservation from me.
I believe the FED branches still have a window for dealing with the public but I'm sure they are not accommodative about things like taking or issuing coin. For most such things you'll need to find a bank that will help.
When I'm in Walmart, I'll stick a dollar bill and a nickel in the stamp machine and buy a 2 cent stamp. That'll get me a "silver dollar" for change. For whatever it's worth, I used to get SACs and SBA's all the time. Now, for the past month, it's just dead prez coins. I really hate spending the darned things - and that includes kennediy halves too. More often than not, the cashier has no idea what it is. The other day I bought a coffee for $1.09, gave the girl 3 half dollars and she gave me $1.91 in change. It was my lunch break and I wasted 5 minutes explaining it to her, having her call her manager over, etc. I just take them to the bank now.
I also get MANY SBA's from the change machine, where I work. I usually save the 1999's and I even found a 1981 the other day. The post office gives them out in chage from their stamp machine, also.
