I'm not an expert but with the research Iv done I don't think it is. The "LIBERTY" seems to be to bold and the inside hook on the 9 doesn't seem sharp enough. Iv looked at so many 1970's that my eyes try and trick me into thinking that I swear that I see a small date, but none so far I hope this is a small date And I'm wrong because like I said I'm no expert.
