This is my new purchase. It is the first type of samples by PCGS and it is the proof Roosevelt dime. Sample Slabs by Cameron Kiefer list it as a Type 1.1, and The new Sample Slabs Book By David Schwager list it with a catalog number of PCGS-010-1-2

Your piece's cert number (00000.00/0000000) seems to qualify with this recent article, Buy the Coin, not the Holder? What about the Cert?
That is a interesting article, collecting by fancy serial numbers. But this sample is the first type series rattler and the all zeros number is what makes this coin the first. Samples are MS or Proof with this serial numbers. green18, not sure what you mean 'things don't quite line up'
I think he means the coins turned in the holder , or they look to be about 15 degrees off from obverse to reverse .

Very cool. I remember the time before the advent of TPG. It was like the "Wild West" out there. TPG certainly has its faults, but it's a whole heck of a lot better than the "good old days" especially when putting together a collection of higher grade vintage coins.
Good find. My data (I have a spreadsheet with every eBay sample sale for two years) is not always clear on which solid-zero rattlers had business strikes and which had proofs. It was often not possible to tell from the listing photos. It appears that there are about five business strikes for every proof. One of these solid zero proofs is on a local coin shop bid board - I am going back on Saturday to see if I got it.
To complement the first PCGS sample, here is the first NGC sample holder. It has gold embossing on the back instead of the hologram. A variety also exists without "NGC" after the grade.
