I don't think the engravers at the Antioch mint had any idea what any of the tetrarchs looked like. I can spot an Antioch mint coin from a mile away, since they all seem to have these generic "fat-head" busts that look like the emperor is wearing a space helmet. Here is a coin of Constantius Chlorus, which could easily be the OP coin if you just changed the obverse legend... By contrast, my one large follis of Galerius comes from Siscia, and is quite lifelike...
