    Machine doubling.

    Simply the die slipped and it gave a second image.

    Not valuable, in fact some collectors consider it damage.

    I agree that it's machine doubling. It is a very common occurrence, not considered an error. Machine doubline happens when the die "chatters" a little bit during the strike and still occurs today.
