2013 Rushmore quarter-Die chip? Extra tool error?

As usual pocket change find-
Question is: Is this a die chip?
The material is raised and makes it look like a 'extra tool' hanging off the tool belt-

It could be a die chip, die gouge or die dent. The photo needs to be a little clearer.

just a tool that fell off his tool belt.

 

Are you sure it isn't part of the design? As @Treashunt suggested, maybe it's something hanging off his toolbelt.

Thanks for all info, nope not an extra tool. I was looking at the elbow, nope...thinking I will send it to Dr. Wiles. It's not a clash, but what the heck can it be?? Maybe I have found something after all.
