2 coin questions

    hey guys - I have two coins I am curious about. The quarter I suspect is just damaged, but I'm curious if you guys know what would cause those marks?

    The penny has 'do not duplicate' punched on it. I found this the same year it was minted, and was wondering if this was something that might have been done at the mint - while I'm sure it's possible to have happened outside the mint, I wonder why anyone would have a punch small enough and with this phrase. (And if it happened at the mint, why?)

    You see that punch "do not duplicate" used on keys. I'm guessing the same type of punch, someone just tried it out on a penny.

    And the quarter has been abused by someone with a set of wire nippers and a lot of free time.

    The mint wouldn't knowingly stamp that on a coin.
