Hard tell from this photo but it looks like a struck through grease error, common on those lincolns. When they were cleaning the die with grease some was left over filling up part of the design. Again, the photos make it a little to see so I could just be struck from a worn die.

 

Here are better photos also look at the nine and the l on the front

 

You will often find weakness in "states of" due to it being opposite of Lincolns coat.
