I think its a die clash with an odd form of post mint damage on the obverse. I'm just a novice when it comes to errors so I hope some more experienced members chime in.
Yes, it is PMD. The giveaway to this can be seen on the reverse because the date is backwards. This means that the coin was "sandwiched" between a coin on the reverse and some unknown object on the obverse with pressure probably being applied by a vise. Chris

cpm9ball got it right, post strike damage by being squezed between another coin and some other object that damaged the obv. Valuable as an educational piece only, no collector value.
