This is definitely a consideration. I don't have many modern commems anymore, probably just the 2008 Bald Eagle series, but the packaging is pretty much just bulk to me, especially for single coin proof issues. I'd prefer slabs simply for sake of storage. Also easier to look at the coins by opening up a box of slabs to see 20 coins than it is to remove the slipcover from an outer box, remove the lid from the inner box, remove the luxurious case from the inner box, careful not to lose the COA, open the case, blow the loose fuzz off the capsule to see the obverse, pull on the little ribbon (hard) to release the capsule from the case, but not so hard that you detach the ribbon, carefully flip over the capsule so you don't drop it on the floor and have it bust open, blow more fuzz off the capsule to see the reverse, then carefully reassemble the packaging before moving on to the next coin so that you don't get them mixed up.
I'm glad someone else likes modern commemoratives. I collect them in Mint box. Some years I have picked up the prestige set as there are not as many buyers and the price for the prestige set is lower than the price commemoratives themselves. Always ask if the certificate of authenticity is included with the mint box and coin. Recently I set up a PCGS registry for proof modern half commemoratives PR69. Right now there are only 21 coins in the set and I have 10 so far. So that is an option also.
