Does anyone know if it is illegal to own, possess, or buy / sell Cuban banknotes of either the peso or convertible peso varieties? I have a 2004 Che 3-peso commemorative note and would love to start collecting Cubans. Problem is there are NO examples on Ebay to buy. I have reviewed the relevant Treasury regulations and it seems the prohibition is on spending money in Cuba, not possessing banknotes. It was a cursory review and I may be wrong. Anyone know? (And if anyone has notes, post them here! I love the engraving work, especially on pre-Revolution banknotes).
I cannot tell you whether it is legal in the US to buy and sell Cuban paper money, even pre-revolutionary paper money, but I can tell you that Ebay does not permit it. Rightly or wrongly, that is their rule.
people sell Cuba coins on Ebay still. they just list them differently. like "peso", "centavos". they will NOT use the name Cuba.

The real problem with eBay's blanket bans like this one, is that there's no mechanism for reinstating these collectibles once the legal issues are lifted. Food coupons (food stamps) are completely legal as collectibles now, but they remain forbidden on eBay. Let's see what happens when Cuba finally becomes an open nation.
I remember buying up Cuban notes from a dealer in Norway of all places. I actively collect the pre-independence notes from the Spanish colonial era myself.

From what I have read, they make a lot of those odd decisions. Here in Europe, eBay and PayPal even tried to enforce their rules regarding Cuban coins, cigars, rum, etc.: Buyers in the EU - who the US boycott and embargo laws do not affect anyway - could not buy them from vendors in the European Union if eBay (as a platform) or PayPal (for payments) was involved. Part of this will be US gov't requirements, but in other regards it is eBay itself. Think of nazi coins with a censored swastika - such coins are OK to sell and buy both here and in the US, and yet eBay used to force vendors to retouch the images. (Not sure whether they still have that rule.) So for me it is hard to tell what is US law, and what is merely an eBay/PayPal condition. From what gsalexan wrote, food coupons are fine as far as US law is concerned but not OK for eBay ... Christian

The effect of the rules re: Cuba, North Korea etc are that they just drove sellers to circumvent the rules by leaving out those key words and instead coming up with "the little island nation 90 miles south of Florida" Where there is a will, there is a way.

About your comments, I can add that Ebay and Paypal have several rules against buyer/seller who trade with Cuba items. Ebay don´t let Cuban people to be register and use their website. We are collector, not politics people. We don´t must to be affected without reason. USA had a crude war with Vietnam in 60´s. However, ebay let´s users sell and buy Vietnam items. They don´t have any rules against them. I don´t understand it. Ebay has several rules against people who trade with items from Cuba, Iran, Iraq, North Korea, Lybia, Sudan, etc. You must know Cuba and US goverment had restablish their diplomatics relationship.
