Is it worth the money and time breaking the franklin out of the wrapper and sending it in for grading? or is it a waste of time. The greysheet prices are within $15 to $20. The grey sheet says their prices are for ms64-ms65. what the hell would an ms-70 be? the franklin in the proofset I bought looks fairly clean?.

I'd say IMO the choice is ultimately up to you and what you enjoy having in your collection...slabbed coins or raw coins. If you're doing it just to have a certified 1963 Franklin then go for it. Myself, I'd leave the proof set intact.

If I had the coin---I wouldn't send it in UNLESS I graded the coin myself and was pretty dog-gone sure that it would come back high. The price you have already paid for the set along with the price it would cost you to get it slabbed would more than likely be more than the coin is worth---I'm pretty sure that there has never been a PF70 Franklin Half Dollar graded.
That is something else---you have in the title of your post---PROOF SET--but then you quote prices for the MS grade.....the MS value might be alot higher than the PF value.

The vast majority of the coins in '63 Proof sets will grade 65 and lower. To even make it worth the slabbing cost the coin would have to grade 66 CAM as a minimum - any of the coins, not just the Frankie. And some of them won't be worth it even then.

I love that 1963 proof set and would never break it up. I have a few of them for sentimental reasons ;)
