1909-S VDB Should I resubmit it?

She's a beauty. It depends on what you intend to do. Hold, sell, etc. An astute collector will buy a coin like that and pay a premium over ask if they really like or want it. I personally would not risk cracking it open.

A CAC sticker and a plus designation are not equivalent. CAC stickers about 40% of the coins that are submitted, and this includes solid for the grade ("B" coins) and high end coins ("A" coins). A plus coin is supposedly a high end ("A" coin); thus, the two overlap but are not completely equivalent.
