Altered Color? 1951 S Partial Collar Cent - NGC Slabbed

    Hi everyone.. I acquired this 1951 S Lincoln Wheat Cent Certified by NGC as a Partial Collar and also Altered Color. My question is.. What do you think Altered Color means? I have no clue. Anyone ever seen an attribution as this one?

    It means the color... was altered, most likely either after or as a result of an attempt at dipping.

    That is what I don't understand.. dipped in what? ink? dye? chemical?

    My guess (could be wrong of course) is that it was chemically dipped in an attempt to remove toning. Possibly it was because of those black spots on the reverse.
