I don't think it is. The raised area appears to head toward the middle point of the 3. On the doubled die, it heads south of the point. There are some very good images of this die here: http://www2.briansvarietycoins.com/listings/cat/16 Also, there is a known die with a die gouge in the area. I'm sure if you google it you can find images of the gouged one.
unless it looks like this I'm afraid not. Here is a close up of my MS65 1943/2 Jefferson. It has to have that fish hook barb if not its not . However check for the second image the 43 double eye variety.
Compared to a 42? Why? There's no comparison . It could be compared to a 43 but a 42 get you nothing.
