I got three 2015-D shield pennies in change yesterday. Looking at them closely, I noticed the VDB was just barely visible. All three coins are this way.
The VDB is incuse on the coin. So the die is raised in that area to create it. When the die gets polished, it removes part of the devices in that area. The more polishing, the less it is visible.
On the ATB quarters the devices on the outside edge of the die are raised on the die. You can see them in the image below. When the die is polished to cover a clash, they can be reduced as they are above the fields. They must have a plan of action to prevent this from happening on these quarters now?
