Yes, they are way overpriced. I get their mailings all the time. Especially good to stay away from stamped covers with the coins. Having collected stamps for nearly 50 years, I can tell you that FDC's or First Day Covers, and those with coins (PNC's or Philatelic Numismatic Covers, have no resale aftermarket. You can expect to get about 10 cents each for FDC's and a bit more for PNC's.
Stick to coin shows, where the original buyers have already taken their lumps, and the dealers who bought this dreck can consistently undercut Mint prices, especially on bulk lots. The Mint is interested in making profits, not in collector welfare.
Everything on the first page of google results for "PCS Stamps and Coins" that isn't written by them is a complaint about their business practices or prices, except for a statement by the US Mint about PCS putting out inaccurate information regarding the availability of presidential dollars. I'd stay away.
As I said previously...............coin shows, where there's significant competition between dealers on bullion items, and occasionally a dealer who's hard up for cash and makes some really good deals if you spend $100 at a time. Plus there's no postage to pay, but perhaps sales tax.

Maybe the bank. They hate them, and customers don't want them, so they pile up and drive the cash manager crazy.
