It's hard for me to tell from your photo. It looks like machine doubling to me.

The devices on the outside are incuse devices. (Lower than the fields) When these suffer machine doubling, they do the opposite of raised devices. So instead of hub doubling making devices larger on raised devices and the machine doubling reducing the size of the devces, The incuse devices are opposite. The movement of the die increases the size of the incuse devices when they suffer machine doubling, and reduce the size of the devices when they are hub doubled. Confusing right? Here is another quarter that shows the machine doubling I'm talking about:

I haven't found an hub doubled quarters yet to compare it with yet, but on hub doubled shield cents on the EPU you can see how they reduce in size when they are hub doubled:
This is a side by side of a normal cent and a doubled die incuse device:

So you may think that I have it backwards, but the raised devices are definitely enlarged:

So the OP's coin is just machine damaged on those devices.

Sadly, as good as I have gotten with computers, including fixing them, I've never learned how to copy and paste. It's an old curmudgeon thing, "You can lead a horse to water...".
