Looks like machine damage to me. (Some call it machine doubling, but nothing is doubled, just damaged) The 2013-P had a great DDR:
I need 100X mag - that way you can see anything you want to!! the normal die looks more doubled that the double pics - maybe got that wrong?
Good eye, there wasn't much to see from thoses images, I can post what came with thoses images showing what " One Cent " looks like, it also has what used to be a die chip, its not the correct images for the coin, its a old one I have, its close to the same area ..
More of the same machine doubling. The EPU should be enlarged if it is machine damaged. On incuse devices, the hub doubling shows as reduced in size.
Thats some good info, I'm found a nice 83, DDR #2 today, very strong doubling on some of the motto on the reverse, its really funny the way I found it, I always look real good at the obverse, then I look at the reverse, 9 out of 10 times nothing on the reverse, but when I look at that 83 reverse, I about fell out of the chair, I'll photo it in the morning, best for images for me, I don't like to use extra lighting, if the ufo lights on the scope are to bright, then I'll turn off the ufo lights on the scope, and use extra lighting ...

Looking at your image of UNITED, I don't see any hub doubling in that location? Recheck your image of the UNI I posted and see the difference in width? I'm not seeing that on your coin.
