2013-S Theodore Roosevelt Presidential Proof error

I am trying to find out if anyone knows or has found a "Chin" error on the Theodore Roosevelt Presidential Proof coin?
I have found the error on one of my proof sets I received last year directly from the mint. I have uploaded the photos. I am trying to confirm that this a "one-off" error or others have found this same error.

Looks like some misplaced Hitlers mustache.........

 

It looks like dirt. It's not really an error, but the Mint should never have let this one get by QC.
