There was a a series of Panamanian silver medal-coins commemorating the 1988 Winter Olympic Games at Calgary in Alberta,Canada, which were later declared illegally issued. These are listed in Krause's 'Unusual World Coins' catalogue.

These are silver or silver-clad Proof 1 Balboa medal-coins.

No, it means that some mint other than the official mint struck them and sold them under the impression that they were coins of the official mint when the official mint had not given the other mint licence to strike them.....

I think that they were authorised by the regime of General Manuel Noriega, but the authorisation was later cancelled after the overthrow of Noriega's regime in 1989,hence their inclusion in Krause's 'Unusual World Coins'.

The Marshall Islands medal-coins were also authorised by the local government, which later cancelled the authorisation, which is why they will be getting listed in 'Unusual World Coins' as well.
