I thought ebay no longer allowed sellers to leave negative feedback for buyers. I've used ebay since 1996 it used to be you could leave feedback both ways so a lot of times back then you wouldn't leave a negative for a seller because you didn't want to get one returned as a buyer. There were many times I wanted to leave negative feedback but didn't because I didn't want one back. But they did away with that policy along time ago I am pretty sure only buyers can leave negative feedback unless they have changed it again. Ebay has gone to protecting the buyers rather than the sellers.

You have it exactly backwards. Buyers can leave negative feedback for sellers, but sellers can't leave negative feedback for buyers. Follow-up comments don't count; they don't affect your score or your standing as a buyer/seller. I've seen lots of "negative" follow-ups left by sellers. They mostly assure me that the seller is someone I don't want to deal with.
Oh, it was even better than that. ANY user could leave feedback for ANY other user, independent of buying or selling. I posted a joke auction in January 2000 that got some media attention -- the term "going viral" didn't exist then -- and I got a couple of dozen positive feedbacks out of it. In fact, I think it almost doubled my feedback score.
but they do count. if other sellers see the comments then they might not want to deal with those buyers. and i was not allowed to reply to the sellers negative, follow up comments. he can post whatever he wants to and there is nothing that i can say or do about it.
Yes, they could influence other sellers, but under what circumstances? Do you really think sellers go trolling randomly through feedback histories looking for buyers to block? These are not negative feedback entries. They are comments. And if you weren't able to follow up on the seller's comment, it must be because you waited too long; eBay allows you to follow up on feedback you've left, as well as feedback others have left for you.
It sounds like he is trying to scam you. Tell him you are reporting him or her to E-bay and tell him that they will resolve this issue. More than likely they will back down or not want to get involved any further. Hope this helps.
I'm aware of that my very first feedback is actually from myself to give me a score of 1 when I was buying I have only sold maybe a dozen items over the years mostly my score is from buying.
You are correct. As soon as I pushed back, he backed down. That same night he purchased and paid for 5 other items. When I sent him a message requesting he reply with his acknowledgment of my return policy, he tried to yell and scream again that I was in violation of ebay rules and that he'd leave neg. feedback regardless. Once again I replied to him spelling out in no uncertain terms that he had already clearly violated ebay rules, regarding his threats of negative feedback, with his first message and that his violation is clearly documented in his own message. Again, he backed down and replied with "just ship the coins...." LOL! At this point I'm not so sure he's out to scam as much as he's just a bitter a$$h0l3 who thinks everybody owes him something and that that the can treat anyone like the substance that comes out of the south end of a north bound donkey. Some times I feel sad for people like this, but then i get over it really quick and move on. I've had plenty of things happen in my life to give me an excuse to act just like this person, but I've managed to see the downside to making that choice, I think my life is all the better for it.

At the end of each row, there's an Action column with a "Follow up" link. I remembered that I'd seen replies to replies, but figuring out how to do it was a bit harder than I expected. I can't blame you for missing it. Try this link, and see whether it lets you leave a comment for the one where the seller gave you a nasty reply. Note that you only get to leave one follow-up per auction/feedback -- you can't go back and add more follow-ups on the same transaction later. Edit: There's apparently no time limit for leaving your one-and-only follow-up message. I just left a follow-up for an auction I won in October 2011.
