Agree on the grade. The obverse rim damage noted is "as minted", look up the term Cud. Look here for info on cuds. http://coins.about.com/od/coinsglossary/g/cud_defined.htm
That is no way, no how an uncirculated coin. It is heavily circulated and has been previously cleaned and retoned.
I think it looks VF, and "rainbow color" on circulated copper often means some sort of chemical substance has been applied. I would pass on that one.
