strange eisenhower? 1972 no mint mark, silver edge.

The face has a Strange bumpy even texture and yet the reverse is smooth, also point out that the coins edge is silver and the info on the web is varied. Any ideas or possibly something simple I've missed? I am green at this but always learning.

Post Mint Damage - Maybe sandblasted or plated like Treashunt mentioned.

 

There was no mint mark on Philly strikes.
