These usually do not carry much, if any, premium unless they are uncirculated but are still worth saving as an oddity. More extreme versions, especially of larger coins like quarters and halves, which are harder to find might be worth a few dollars each. And yes, this occurs before the coin is struck when some grease gets into the die area and cannot strike the features of the coin.
