Am I reaching here for something that's not there or is the black seal on this 2009 $1 C/C block note even close to be considered under inked? Just threw in the other note to compare.
It's somewhat common and not significant enough to carry any premium, but it never hurts to ask just to be sure. It's only a matter of time before a nice error note comes your way if you're always looking.
