Is it raised? If it is, it's probably from a cracked die. Is it cut into the coin? If it is, it's damage.
A die crack would go all the way through the log and likely be the widest in the depths (high point of the die). A scratch would not make it into the depths just like this one does not get into the depths.
I think Chris called this one perfectly. Someone probably scratched it removing it from a stapled holder.
I disagree. The staple would skip occasionally, hitting some of the low points and missing others. Besides, you can see where the scratch has pushed metal up along the edge. Chris
