Chinese Training Notes?

Are these made in China or the U.S. And if made here why would someone offer a set for $13.50? Could they not be spent like regular notes just like other counter printed notes with various themes. Never saw these before.

Because they're worth the paper they're printed on. Not real money, just prints.

 

The paper and print quality is very very poor on these. If you had one in hand, you would notice right away.

I FOUND A $50 NOTE WHILE SWEEPING MY YARD AT MY PLACE OF BUSINESS. PRINTED BOTH SIDES WITH SERIAL NUMBERS. DATE IS 2006
