Shenandoah quarter issue-

Is this a die issue?
Looks like a double head and on the left leg at the groin.
is this an error or just another quarter for the laundry?

Does either area appear to be slightly sunken?

Image is slightly out of focus, but I as seeing strong flowlines in the field around the head which makes me think you are probably seeing die deterioration doubling.

I also see an NF on the hillside in the valley in front of the figure.

 

Kind of looks like an alien. Cool coin still i would keep it.
