Its a pretty ridiculous policy. Not that I would do it, but eBay is pretty much saying I can do that with anything so besides the fact that I respect myself and other what stops me from buying a coin worth thousands and sending back an empty envelope. Bad business by eBay, not that they give a crap.
That's not the same coin. The one you sent her was fully toned. Tell her, either no refund, or partial refund. She gets spot, when you unload her new and improved coin at spot.

1. Refuse delivery. Once it shows delivered, she gets refunded. 2. Have her admit in an ebay message she cleaned the coin. She already admitted hitting it against the table, but that didn't leave any visible damage so it might be not enough. 3. Call ebay and tell them she admitted having the coin smashed and cleaned. 4. Call paypal and explain the same thing as no.3 5. Use "Report Buyer" option. 6. Edit your refund policy to clearly state you accept refunds ONLY if the returned item is in same condition as when sent. 7. Consider yourself lucky it was only a $60 coin
I'm pretty sure he already has accepted the coin (if he has pictures of the "after" version of it.) That, and he said in the original post that he already got it back. Personally, I would call down the vengeance of the mighty Thor upon her. Absent the presence of this and other gods you may have in your corner, I would absolutely NOT waste any of my time speaking with anyone lower than the supervisor level with this. Their job, as far as I can tell, is to placate you enough that you hang up and give up trying to fight for your own rights.
Yep, you're right, sorry. I don't know how refunds work exactly, but I'm guessing once tracking shows delivered, ebay will automatically refund? If so, try speaking to a supervisor asap - ebay and paypal both, don't hang up until you resolve this.
I'd reason with her first. If she is willing to take it back because of what she did, then that works out. If not, then as previously mentioned, eBay may make a special case if she admits to tampering with the coin... I'm not at all sure how this works as I've never had to deal with that.
I've always wondered how eBay would handle that sort of "he said, she said" situation. I am a bit surprised, though, that they'd actually baldly admit that they'd side with the buyer, no questions asked. On the other hand, that certainly sounds like it would meet the definition of "mail fraud" -- contracting to send one thing, but actually sending another (or nothing).
This wasn't a coin sale, but I sold a World Series program (in fact about 10 different ones to different buyers) and the buyer claimed they didn't receive it even though the tracking said otherwise. It was $20 and I tried to dispute it, but eBay refunded his money had my PayPal frozen until the proper amount of days had passed then took it right out. This was few years back when they started the buyer protection and you could still leave neg feedback for buyers, he actually had several for that same reason claiming item wasn't delivered. eBay has been OK with me both as buyer and seller, but the cons have the advantage I assure you. I know this doesn't pertain to your post but sometimes just making people aware of the scammer is the best recourse. You can also leave that comment in your feedback that the customer claimed an authentic coin was fake and damaged it prior to returning it for a full refund. I have even seen items up for sale that were there just to bring awareness to the fraudulent buyer or seller which ever the case was at the time. Create an auction for that same exact coin list is as buy it now for $10,000. That gets people looking then in the description so the before and after photos and tell everyone what happened. This would out the buyer as a scammer and allow sellers to block them, but easiest thing to do is like many said just eat it and sleep at night knowing you did yourself and the hobby proud. JMHO
Stories like these are the reason why ebay lost me as a seller. Though during my selling years I have never had any major problems, its thoughts that somebody can easily rip me off of hundreds of dollars and ebay basically saying they don't care that made me stop.
it sucks when people act like this as buyers. however if some of those selling hadn't ruined it for the rest we would not have this problem. see my thread eBay return #4
That's why it made sense just to let it go! On a happier thought, the fact that there are not so many people who do this somewhat restores my faith in humanity.

None of those reasons include lousy sellers, haven't really encountered any of those. The more easy going no-nonsense buyers that shy away, the more of what's left, ends up shopping with the remaining sellers.
Can't reason with a "bitty hen" - been there done that - they will just file a problem with the "resolution center" and will always get their money back!!

Do not offer full refund. I would offer partial, no more than what melt was on the day you received it back. That dummy ruined that coin. If the coin wasn't returned in the original holder and in the same condition than she doesn't deserve a full refund.
