India, late Kushan or early Kidarite. Photo not clear enough to read inscrptions. First guess: king Shaka. note: there are lots of fakes of these around !
They are both around 20mm and each a little over 7g. I was thinking about Vasudeva, but I have no experience here.
If Vasudeva, then Vasudeva II. Rule of thumb is that Vasudeva I is combined with Shiva and bull on reverse and has a straight lower hem of his robe, not curved. Shaka i feel still more likely. Here a similar one, issued under king Kipunada:
