I agree with Chris, no doubling seen. But I am aware of what you might be seeing. Its my opinion, and not much from others, that the 1982 cent could have been a year with master die doubling, of a small amount. I do find a lot of 1982's with die wear, which sometimes looks like doubling. At this moment, I haven't found a early state die, worth posting for this discussion, but I am searching.

Yes, someone erroneously left them in a parking lot where they were run over a few times. They are damaged.
The Chinese coin is what is known as a Chinese "Cash" coin. Very common, in use for nearly two thousand years and fairly easy to attribute if you know long form Chinese. It is cast from bronze. Your coin says Da Ding Tong Bao (I am using pinyin here as opposed to Wade-Giles or bopomofo which are a bit outdated). That inscription makes it a Jin Dynasty coin (1115-1234) struck under Emperor Shi Zong which means the coin was made sometime between 1178-1189. worth between $2-4.
