I looked for a match online and didn't see this exactly and I have never found an RPM before this. It might not even be one but I want your opinions. Thanks
What you are seeing is basically metal flow from a worn die, i.e., basically die deterioration doubling (which is exaggerated by the LED light on the scope.) You can see the same thing southeast on the 6 & 9. However, judging by the look of that mint mark, I bet if you hold it so that the light is coming in from the back side of the "D" you'll see a split serif on at least the lower serif of the mint mark.
Ok. Now I see the worn dies that jallengomez is talking about. If you see a ridge, that seems to take away from a device, rather add to it, its usually die wear. I keep a few coins with little to no die wear, to compare the devices. Most mintmarks show some sort of "doubling" (1989 and older) because they were hand punched multiple times. And the odds are against you that you'll be able to punch those tiny mintmarks perfectly, so unless you see atleast a split in one serif (the area that most commonly show some doubling), its not a RPM worth documenting.
